after reading that article I see how a single dose of heroin in new jersy cost 8 to 10 dollars while a single dose of heroin in russia costs 20 to 60 pounds sterling.  that makes no sense, they are right next to a source.

there is a ton of demand for heroin in russia (2.5 m heroin addicts or 1.8% of the population) and the government has responded to this epidemic by increasing the severity of penalties for heroin distribution to capital punishment in some cases.
