Quite simply put, it'll give an option for employees to check a box on their W-4 that withholds a specified amount of their money that will go to reducing the national debt. Yes. That's the plan for the representatives who wrote this. Not something like reducing deficit spending, reducing borrowing, sensible monetary policy... nope, just giving everyone, even a burger-flipper, the chance to do Congress' job.
