well I don't know the ins and outs of the marriage system, but like the quote says "If the officer suspects that your marriage is fraudulent, you will be meeting the fraud unit." I don't know if they directly ask the couples why they are getting married, but what difference does it make?

No they don't, but with this new law, there is going to be some new unexplored circumstances to some marriages, and if there is a way of taking advantage of this law someone will find it. Why would two heterosexual men, or two heterosexual women choose to marry? I doubt they'd be excluded from doing so, but they'd have no motivation to do, except perhaps a marriage of technical convenience (eg. to obtain benefits only afforded to the married)
