Shut off Dynamic Light and Shadows. AA off. Then 1024X768 and medium should get the job done with 100% view distance.
At least that's how I've got it working with a AIW Radeon 9600.

would a Radeon 9600 be comparable with a GeForce 6800?

upgrade to 2 G's of ram.
What version of the ATI drivers do you have and which 9600 card do you have? There are differences between them. I have a 9600XT with 256mb ram on it. I can run everything on medium with no problem. I am using the 6.3 drivers for it.
I suggest you OC it. I did so with my old 9600 and it ran on med with dynamic settings turned off without any issues. Just google "ATI Overclock" and you should be good to go.
try the radeon x1900xt :p
