I don't think the chip will have your exact location, it'll likely be a rough estimate simply to figure out whether or not you're inside a certain area that an alert is issued for. That way, if you're on vacation in Wyoming and there's an alert in NYC, you won't get a message.

Cool idea though, I like it. I wouldn't be too worried about them selling my data. The first time I got a speeding ticket from data off my SatNav, it'd be straight on eBay.
