Well considering I've just come from 35-40c days, and it was 0 this morning while on my way to work, I would consider that chilly. In August or september I wouldn't consider 0 chilly anymore.
-10 is probably the coolest I've felt here in AU. -20ish in Japan, which strangely felt warmer.
