Not always the case. But the problem is that many government workers have a crappy work ethic, because there is no inducement to excel. They will keep their job, regardless of how they perform. DC is an excellent example of this: just go there and deal with any public worker.

Which is why defense work in most democracies isn't run by the state, it is funded by the state though.

Public sector is poor the world over, any large bureaucracy really.
