its hard to measure the effectiveness of psyop.  the best modern effective psyop campaign would probably be during the persian gulf when so many thousands of iraqis surrendered without firing a shot.  these guys were running to and surrending to news media crews that were ahead of the columns.  it was effective in oif too.   heres a rumor: because of the messed up translation our psyop campaign had before the invasion of iraq in 2003, a lot of the iraqi airforce was found buried underneath the desert.  the psyo message was telling the iraqis to "ground" their airforce.  the messed up translation was telling the iraqis to put their airforce in the ground.

thats what i did when i changed my mos from 11b to 37f.  like I said my favorite part of psyop was the deployment of harassment ops, when we get to try and piss off the enemy so they would attack.  and surrender ops are funny too.    also psyop gets used as a decoy a lot. training for that was fun.  the loudspeaker is pretty powerful and psyop would mimmick the sound of an element of armor. misdirection ops.

It's as old as combat itself. Most of Sun Tzu's Art of War is in regards to psychological operations, misdirecting and demoralizing the enemy before you ever come into contact with them.

Hell, in WWI and WWII, Erwin Rommel's favorite 'trick' was to display a show of force and then walk out in front of his men waving a white handkerchief asking for the enemy to surrender. More often than not, it worked, and his men were victorious without having to fire a shot. PsyOps is simply the art of negatively impacting enemy morale.

Another great example is Napoleon and his reputation. He had a huge advantage going into any engagement simply because his enemies thought of him as an invincible genius. The enemy assumed they were going to lose before the first shot was even fired and thus were more likely to break on contact.

In the current situation, the most effective means of psychological warfare would simply be to broadcast the truth to the Libyan populace. Give them access to CNN and Sky and allow them to see news from our point of view instead of through the filter of the Gaddafi controlled tv network.
