I've been on a boat like that when it drops over the crest of a huge wave/rough seas, feels like a rollercoaster and it's surreal being in such a large vehicle that's getting rocked so much

You think the way the japanese are handling this crisis and how US citizens responded to Katrina, including both good and bad actions, has absolutely nothing to do with culture? OK sure, US culture is infallible. I mean, it's not like you let massive ghettos with terrible living conditions exist, either. (which by the way helps up crime rates).
People are not disconnected from their surroundings you know, the way you grew up has had a massive impact on who you are today. Same for a kid that grows up in a ghetto and decides to go with crime as an adult, you're simply being in denial if you think it has nothing at all to do with that part of your american culture. Why do you think crime rates in the US are higher than in the EU?
Furthermore, there's also a deeper connection inbetween japanese people than inbetween US people - for example; there's far more emphasis on the family as a whole. You really don't have that, and a responsible family helps keep eachother in check.
