if i were serious about fixing a budget i would not increase the prices of tobacco by more than 50 cents. it's a slippery slope that leads to further increase until cigarettes fall into the hands of the black market.
take new york city for example: the price of cigarettes went up from ~4 to ~14 ever since bloomberg came into office in '02. i would say a good portion of cigarette packages floating around this city came from Virginia and just have a fake new york tax stamp. some stores buy them and sell them to the people at regular price, other places sell them for $3-4 cheaper. all you will really be doing is helping the state of virginia and it's wholesalers as well as creating more crime.

I balanced the budget and the dog is still sad. Tells me I cut all these jobs, but it doesn't seem to take into account the 400,000 people it says moved in. Looks like they all found non-government jobs, huh. Also, sure doesn't give me an option to cut bullshit city sculptures and abusive traffic remodel programs.
