I'm not a mod in any sense of the word, so I don't think I can be much use to you unless you need some sort of researcher or something, but due to the power of the intrawebs, I think you won't need me.

You need to learn how to make a mod, by learning how other people make mods, by joining a mod team first.
However much I want to wish your mod well in the future, without the mod leader having any experince at all, your mod is almost certainly destined for failure.

I am learning very slowly titch, and I somewhat of did try joining a mod team, but no one accepted me because I have no experience. I mean, how are you going to get experience if no one accepts you anyway?

Work on small bits yourself. Learn how to make a simple model then put it in game. Learn how to edit the way that item interacts with players/environment.War Man wrote:

and perhaps the best way to start: steal some one elses code. OK you might not want to outright steal it but dissect other peoples examples, then try and change small bits. Alter the damage values for stock weapons...Make the pistol fire rockets....Mix and match small pieces of code till you work out what they do, then build from there.
