It's very difficult to be an effective advertizer in the U.K. without heeding the influence of the ASA, and similarly, it's very difficult to run a radio station in Canada without having to heed the influence of the CBSC.
So, you can call it governmental or non-governmental, but it's all the same in overall effect.
We have the FCC, you have the CBSC, the U.K. has the ASA, and Australia has the ACMA.
These are agencies that oppress the rights of advertizers, media organizations, and game developers.
