Pops up on the news occasionally that American/German/British/French/etc intelligence forces have arrested those suspected of terrorism yet I never hear or see anything about Russian ones doing the same.

Meh, it's good PR for the government and police when you do, plus its reassuring to know that there are people out there stopping these things. I obviously wouldn't expect to know their names, addresses, etc

What I heard is that people are pissed off in other ways, about how the police crack down so hard on protests etc.. but they can't stop or do anything about the terrorist attacks. I also suspect they arrest a higher ratio of innocents.
They probably feel the need to use them as propaganda is out weighed by the length of time the can hold them and they ways in which they can interrogate them if no one knows they were taken into custody in the first place.
They probably feel " It is better to punish Ten Innocents than miss One Guilty. "
