Granted, they clearly weren't very vigilant.
Politicians among both sides in recent years have attempted to connect more with the people with "meet and greet" events like this one. Giffords had done several of these in the past without incident, so it makes sense that they weren't expecting something this dramatic.
On the other hand, she did get her windows smashed in a week or so before this meeting.

Now, it is true that guns make it easier to defend yourself if you're skilled with one, but that's the catch. Some people are triggerhappy with them and/or are more of a danger to themselves or others with them due to a lack of skill or responsibility.
Basically, a gun doesn't make you brave. It's merely a tool that makes it easier to defend yourself.

The congresswoman was a pretty conservative person. She wasn't anti-gun or anything.
