If I had to venture a guess, I'd say:

A) Increased foresight and spying tactics that have evolved exponentially.
B) The cost is too high (not $ cost, repercussions cost to the attacker, the cost of our inevitable immediate reaction.)
C) Whether or not you believe it here, I think the rest of the world believes that with Obama, we could get much more international support after an attack.  You wouldn't be fighting us and 3 or 4 other countries, and with response to terrorist attacks, self-imposed "moral war" rules can get pushed aside, as opposed to legislated fighting... 

In summary, it would be really dumb to do right now.

You do a big one once every decade, someone might see you as desperate and at your breaking point.  You do it 3 or 4 times a year in smaller, more personal style attacks, you just seem like a dick.  Never underestimate the PR aspect of terrorism.  PR is the driving force...

Well not to sound racist, but if the average county spent as much policing the black ghettos as they do policing the shiny rich areas there wouldn't be so much crime - instead of just leaving them to rot as they do.

If the UK removed all the white trash from the crime figures, and Australia removed the Lebanese from the crime figures I'm sure we could improve our averages too.

It's not a matter of spending that fixes things.  It's a matter of education and culture.

Really? We spend more money policing Bel Air then we do policing Compton? Interesting.

Btw statistics like this are for chumps. They depend on so many other variables.. for example, reporting the crime, or otherwise making the general public aware. If you have an effective police force (they are catching and prosecuting criminals) then it could make it look like they are actually less effective. Rather then being happy that we have caught and captured criminals, we tend to despair in the realization that we actually have criminals. We have different laws from one nation to another, from one state to another, to one country to another. It's not a comparison of apples to apples. There are some parts of the US that are virtually crime free (as I am sure there are in other countries). Then we have places here that are complete toilets. Comparing Britain to the US is sort of like comparing California to New Jersey. A common mistake among foreigners is not realizing how much laws and policing vary from one state to the other.
