After you get "liked" by helping the original elder get his holotapes from patrols back, you can come back a day or so later and he gives you another quest, after this you become a Paladin & they can be talked into a truce (at least they could with NCR).

If you helped that powerhungry old muscleman in powerarmor, you CANNOT persuade the brotherhood in any way...

EDIT: And while making you a Paladin, he will also teach you to wear power armor

EDIT2: You may have to complete the unmarked quest with the quartermaster, missing a laser pistol from her inventory..

I did the second quest (on Black Mountain) but when I talk to Elder McNamara, I get vague questions. Nothing leading to a truce, that's for sure.

Just did  the missing laser pistol quest too. Still at "liked".
