The thing is, if you don't force people to memorize a lot of the formulas, or at least enough so that they can derive the others, they're not going to know which formulas to use when given the book of them. It's part of learning and being able to think for yourself. Also, a lot of the formulas can be translated to concepts. If people don't remember the formulas, they're not gonna remember the concepts, and thus didn't learn anything.
I've had classes where we had to memorize formulas and it wasn't really that bad at all if you study and do the work. You use them so much that memorizing them isn't a hassle at all. And then I've had classes where we were allowed cheat sheets to write formulas down, and they were useless 90% of the time. Either you already knew the formula because you learned your shit and didn't need the sheet anyway, or you were confused as shit and didn't know which formula to use because you had no idea what was going on anyway. Sure, you might be able to make a lucky guess, but that's not what engineering is about. It's practice, not theory and guesswork.
