lawdy. get a full flight of T2 hobgobs asap, and train drone interfacing 4. Drones are really the only defense v scramming frigates a missile boat like the raven has, and it's the scramming frigates that will get you killed. Plus practically every ship you'll fly has a drone bay, drones are something you should invest a solid amount of SP in regardless.
