I usually like to play the SAS maps, but while playing some of the non SAS maps, I wasn't able to get to my gun unlocks on the third tier (the SAS weapons). Is that the same for everyone, or did I screw a patch up somewhere and not download it?

No, thats the way it is.
the SAS weapons you were using are the regular weapons for special forces. they are only unlocked in regular bf2.
