I know for a fact most cops in Taiwan are high school drop outs who had shit grades and behavior problems. I really don't see why anyone would be a cop before military service if they want to "man up" or serve their country.

What are you on about? Are you honestly trying to say that sociology and law doesnt have any thing to do with policing? I guess we dont need to know know this ay? actually, no. the police-training course that i know some friends went into (the 'less gifted' at school, shall we say) did those areas in little depth and detail. i have read law for 2 years as a preface to a possible law degree and have studied many sociological and psychological texts at full-degree level to aid my own education and writing. the police do not study it in this 'academic' detail, at all, they study it on a functional level to help their every-day tasks and roles. or that is at least the way things are done in the UK. the plain fact is that they just don't recruit new bobbies from a pool of intelligent, intellectual individuals... so those subject-areas are not provided or engaged with on that level.

so... thanks for attempting a lame little personal-attack there... but you fail, yet again.

You say that, but a friend of mine applied for the police, but after doing the entrance exams they pulled him aside and said that intellectually he was way over qualified to be a cop, and he'd be better off finding a different job.
