You used to live in Jersey city so you prob have been at that stretch of kennedy blvd between Saint Peters and NJCU that has all of those cones in the middle of the road. If it wasn't for those cones a lot of people would die jay walking. You just cross when it is safe to do so. Not getting hit by cars is a better incentive to be careful than having fines. That makes the fines redundant as a mechanism to stop pedestrians getting hit by cars.

In a perfect world, I agree with you. I jaywalk all the time following those guidelines, and I have never been given a ticket.
