Whenever I try to +1 or -1 karma somebody, a message appears, saying 'Why are you giving this user -1/+1? What reason?'. And then when I give a reason, it says 'You may not use more than 10 karma points in 24 hours.' no matter what time. Help! Will give karma!

He was temp banned the first time because he kept making posts about wanting karma, and as soon as his temp ban was lifted he made another post about getting karma (not this thread...) which earned him another temp ban.
