Good? No. Beneficial? Little bit.
Obviously, nothing worthy of discussion gets discussed there, but it's just small talk amongst the members and a place to spam. You weren't here yesterday when it happened, but liq closed EE Chat for a short time, and in that time other spam threads were created, or other serious threads were spammed.
Besides, at this point if you took away EE Chat, people have become so used to it that there'd be some raging and threads would just be spammed up again... or more so than usual.
