Apparently, only 88 of the 450 MPs were present and they only have 20 seconds to electronically vote by pressing 'yes' or 'no' buttons.
To get a 99.8% result (449/450) you have to put in some effort in this case.

Also, the Duma president humorously commented on the result with "Apparently someone must have left".

Why would Russians be interested in anything like that? I think Russians want strong leaders with strong nationalist sentiment and couldn't particularly give a shit about democracy.

as the matter of a fact, cam, russian population - the part of it that gives a shit about politics at all that is - is currently split pretty even into what they call "democrats" and "patriots". the former are the poor bastards whos brains have been fried too deep with the whole californication bullshit that ensued here after the collapse of the soviet union, while the latter are, basically, our very own kind of lowings. fun bunch the lot of them, but, tbh, none of that really matters - there's no and have never been democracy in russia, so none of those people have any say in no important matter and it's undoubtedly for the best.
