that's true. in that case then either this is done by a very secretive but very, very stupid environmental group (hur dur let's improve the environment by causing potentially the biggest environmental disaster in the nation's history hur dur).

or it could be nothing to do with the environment at all. perhaps a much more insidious group whose aim was to cause economic damage in as discreet but as public (paradox!) a method as possible. that would be much more nefarious but tbh it's getting into weiiiird territory that i won't speculate on.
