Yeah, they check on-board diagnostics (OBD) in cars newer than '01. Basically, they plug in a reader in your car and read if the diagnostics have any entries of situations when the car hasn't worked properly. If there's nothing, you're good to go. But E.g. if the reading says that there has been a problem with the lambda-sensor, even if the problem isn't present anymore, your car fails and you have to fix something that isn't broken. (Happened to my friends with an '05 Focus).

And all that for about 15-20€. Note that when you go to a repair shop and they do the same thing, it's 45€ before they even start work.
