House bans earmarks to for-profit companies

Could this really happen? New house bill will ban doling out multimillion no bid contracts to private contractors.
Will republicans vote against it like they have every other? If so how can they possibly justify doing so?

It's not a bill that can be voted on. The two Congressmen that control the committees that control the budget, and what can be added as amendments, came to an agreement between them to allow no earmarks. The same would have to happen in the Senate and there is a fat chance in hell of that ever happening.
