Is this a high graphics setting that causes this? Or do low graphics settings also have it, just less detailed?

It is really fucking annoying. It is like constantly playing in a sandstorm.

i run on medium with gts 250/amd quad. haven't been affected by snow/sand but then again i havent played every map. i did notice however on one map when using sniper scope, the sun was way too bright and whitened everything.
