From the analysis here:

Leno's Analysis wrote:

This bill would establish the California Healthcare System
(CHS), a single-payer health care system that would provide
coverage for which all 37 million Californians would be
eligible. Essentially, this bill would combine under one
administration existing state-administered health care programs
with the privately funded insurance industry, and the state's
uninsured. The CHS would, on a single-payer basis, negotiate
with providers or set fees for health care services and would
          pay claims for those services.

This bill would prohibit the existence of a health care service
plan contract or health insurance policy, except for the CHS,
that would be sold in the state that provided for the same
          services as the system.
You can read the whole bill here, SB 810
.

Looks like if the Federal Government won't provide healthcare the State will though this bill.  And what's sad is that thre are 5 Republicans that will vote for this so it will override a veto from the Governator...

I'm glad I sold my house already in this lousy state.

I figure the politicians will spend a lot of time arguing over things they can't achieve with money they don't have to spend before there is no longer enough money to pay them and they eventually go away.

California can't pass doodly shit. They are 24 billion in the red and falling. Any time spend on this will be wasted time because most contracts will be voided when the state goes BK.

The way I am reading the analysis, it doesn't replace private health insurers, but rather brings them all under one administrative umbrella (seems more like a regulation committee if you ask me, like the SEC) with (this is an assumption because I am not reading the bill) potential subsidizations...

California is in desperate need of income, though. I say start taxing the film industry in Hollywood - they're never leaving.

Not sure I follow you on that one.  No one here has said anything about states rights.  It appears as though CA is screwing up yet again, and that is OK.  I never plan on moving to CA or even visiting there if I can help it.

It works everytime.  Just as long as they jack the interest rate shortly after.  I think 50% should do it with the level of printing being done.
