In a way, yes.  But then again, capitalism when applied to democracy or a republic is tyranny of minorities (special interest lobbies).

You can have socialistic policies coupled with democracy and capitalism for a lobbyist-dominated government.  This is basically what we currently have, and what much of the First World has.
