Schwarzenegger Seeks Obama’s Help as Budget Gap Defies Solution

Dec. 24 (Bloomberg) -- California Governor Arnold Schwarzenegger wants President Barack Obama to help ease large- scale cuts to the most populous U.S. state’s already diminished social programs amid a $21 billion anticipated deficit.

Schwarzenegger, a Republican, plans to ask for relief totaling as much as $8 billion, according to a California official who asked not to be identified because details haven’t been resolved. Instead of seeking one-time stimulus money or a bailout, the state wants the U.S. to reduce mandates and waive rules stipulating minimum expenditures on programs such as indigent health care, the official said.

California has been among the states most affected by the economic recession. It has the lowest credit rating and recorded the nation’s second-highest rate of home foreclosures, trailing only Nevada. Unemployment peaked at 12.5 percent in October amid the loss of 687,700 jobs from the year before, when the jobless figure was 8 percent. Wealth declined as the stock market lost 40 percent of its value in 2008.

“The problem is that there are no easy solutions left,” said Jean Ross, executive director of the California Budget Project, a Sacramento-based think tank concentrating on issues facing the poor. “Where do you go to cut that doesn’t permanently compromise the level of public services that this state needs to remain economically competitive and to have some semblances of a safety net left for vulnerable populations.”

Schwarzenegger and lawmakers worked to close a record $60 billion gap from February through July with $32 billion in spending cuts, $12.5 billion of temporary tax increases, $8 billion of federal stimulus money and more than $6 billion of other one-time fixes.
Can a state go bankrupt?  If so I think we should.  It would allow us to fix the pensions with state employee unions.  We also need to get rid of our welfare system that allows you to be on it indefinitely.

California liberal policies and ideas should have them back in the black in no time... no worries
and if things get really bad... they can borrow money from New York....

Need I remind you Catbox that Schwarzenager has governed that state for getting close to 8 years now and all he's done is make it worse?  Now he's asking for government money so he won't have to raise taxes. I understand all significant tax raises have to go to the voters thanks to that screwed up system they have out there, but Schwarzenegger isn't even making an effort of saying "We either raise taxes, or your kids are going to school in one room school houses."

The blame isn't all his though, the selfish assholes who don't wanna give up their money for taxes are also at fault.

He was being sarcastic...

Selfish assholes? Hardly. How about people that work and don't want to give their money to people that don't work? Seems fair to me. Welfare recipients should be made to pick up trash along the sides of highways like southerners make their prisoners work on chain gangs.

At some point, California will have to discard its referendum policies.  No legislature should be that restricted by the fickle nature of the public vote.

No, California needs to cut it's services and break the unions that have forced it into bankruptcy. The rest of us shouldn't be on the hook for their shitty negotiations with their public servant unions. Those who receive a paycheck from the government should've NEVER been allowed to unionize.

The best thing that could happen to the state would be to declare bankruptcy. It gets them off the hook from every single union contract forcing the unions back to square one in negotiations.

I voted no on all the propositions last year.  But they still raised our income taxes 10% last February and increased the amount they take out of our paychecks.  Oh and they increased the sales tax...now is 9.25 to 10.75% in some places.

I sold my house and am renting.  The first job I get out of this state I'm leaving.

I guess they missed the memo that raising the sales tax decreases sales tax income.

Whenever you raise a tax on something you will get less of it - its not static.

Yes, that was my point. I bet a bunch of Wal-Mart type stores have been popping up across the border in AZ, NV and OR taking advantage of people avoiding the increased sales tax.

They imposed a millionares tax in Maryland.
Tax revenue declined.

"Now anecdotal evidence is coming in from Maryland, which imposed its new tax brackets in 2008. On May 13, Maryland Comptroller Peter Franchot (D) wrote in a letter that the number of tax returns reporting income over $1 million has dropped by a third. More to the point, revenue from those earners has dropped by $100 million. Tax Analysts's Karen Setze interviewed some government officials:

"Taxes don't just redistribute wealth, they redistribute people," House Minority Whip Christopher Shank (R) said [in 2008].... More recently, House Minority Leader Anthony O'Donnell (R) told Tax Analysts that "I have been told by many people that because of the tax increase, they are moving their business or their home of residence out of the state. They said they either had moved or were doing it. A lot of these folks have residential holdings in other states, so it's easy." "

If we had a vibrant job environment finding job in a state that is more accommodating would be easy.  However, with the employment outlook looking grim for at least another year or two it limits the choices of us working 9-to-5.
