I've worked for the corps and they are the entity that has the task of dealing with water runoff. They are responsible, period.
NO and LA officials were told well beforehand that the "water runoff" was going to be excessive. And Nagin sat on his fucking hands. I guess it's the ACE's fault that NO elected a limpdick for a mayor, then.

I vaguely remember seeing a report about the walls being unable to deal with minor overspill, which you'd expect they should do.

I think they realised that all the walls would need to be replaced to survive a Lvl 3 but would still be defeated by a Lvl 4.
The walls also failed much worse than expected, they didn't just allow the overspill to get past, they collapsed totally.

Some of them did, and they were warned about collapse too. I'm not sure which particular ones though. They (engineers) asked for about 25 mil to fix them but they never got the money. They wanted the work.

Correct me if I'm wrong, but I believe Congress only authorized a wall for Cat 3 hurricanes. I don't see how that's the fault of Army engineers.
