People who aren't part of the authorities. The media brings normal people's attention to these things. Now this guy is more likely to be identified on the street or the area by people who have seen what he does at home. If they hadn't, the may just think of him as a normal cabbie. Now those who see him will watch him to see what he does, and more likely to report anything suspicious based upon the content of that video.
