Sensible. In a globalised world you need a regulatory system which is consistent so you don't get masses of companies going where they are most lax.

This, and the fact that it's in the best interests of global companies to have consistent policies from nation to nation.

International commerce is optimal when rules are standardized.  This doesn't require a one world government, but it does require some sort of organization, like the WTO.
