I think Mek's got the right idea. This is something the private sector would try before the government.
Drug tests are similar in mindset, and so far as I know, the government doesn't drug test its employees. I could be wrong though. Either way, the private sector did it first.
As for how this could actually be used... Well, it does bring "thought crimes" to mind. On the other hand, if it actually was accurate... it would be a fiscal conservative's wet dream.
Think about it... If you could immediately figure out who is most likely to be a freeloader before a service is even distributed...

"The scans helped the researchers determine whether or not the participants were lying when they said how much they valued a hypothetical service. Those who told the truth about how much they valued the service got to pay less to receive the service (in this case, an actual cash payout). Those who weren't honest got less money."
It would be used just like the Coke machine that measured the outside temperature. They would charge more when it was hot out on the theory that you would be more thirsty and therefore more willing to pay more.
I can see how this kind of tech would be used to gouge consumers. You go up to a Coke machine and it asks you how you are feeling and whether you want a thirst quenching beverage. It scans your brain for a reaction and gauges whether it can charge you an above average price.
Anyway, stuff like the temperature sensing coke machine or a similar application from a brain scanning tech device is doomed to fail. I for one won't participate nor patronize a facility using such a device.... I think there would be a public backlash and a lot of people wearing tin foil hats. I wonder if it would be able to scan my "FU" thought.
