It's because they're classified as being on the same continent. The UEFA works on geographical definitions rather than political or economical ones, i.e. the EU and 'Europe' as a formal collective is disregarded.

These nations are Armenia, Georgia, Kazakhstan, Turkey, Israel, Cyprus, Russia and Azerbaijan (Israel and Kazakhstan are former AFC members). Cyprus chose to be classed as a European football nation - it had the choice of Europe, Asia or Africa.

Read my explanation in conjunction with Mek's quoted-passage. It's all fairly ambiguous; whilst some countries are considered 'Asian' by culture or geography, their close proximity to what is 'properly' considered as Europe allows them to optionally choose to opt in or out of the competition. Europe has never been a fixed entity, and the Eurasian continental plate pretty much allows everyone to compete, by geographical definition.
