Personally I think they got the nuke technology from the Pakistani scientist who was selling nuke technology on the black market. However, us giving them Nuclear Light-Water reactor technology in the 90s showed them how to use centrifuges necessary to make weapon's grade uranium. As well as the by-product of the nuclear plants is plutonium so they figured out how to make weapons with that perhaps.

Like I said, it is not much of a "negotiation" whne the outcome is known before hand. It was pandering regardless if you like it or not.
