Now that time I do remember and the US and NK actually did almost go to war over the NK nuclear program. Carter actually made the intervention in that case to resolve the conflict. As it turns out NK didn't collapse, but the NK nuclear program wasn't restarted until 2003 after that whole Axis of Evil thing and the failure of the US to live up to its portion of the agreement (NK would give up a program capable of being weaponized in return for US reactors incapable of producing anything weapons grade). After the GOP took congress back in 94 it put a halt to the agreement.
