A woman dressed provocatively isn't going to set someone off as much as people pretending to be kids talking dirty to sexually frustrated men. If it were I'm sure there wouldn't be a virgin male anywhere in the U.S. since women during the summer dress provocatively and don't end up raped wholesale.
