Its a classic fix reminiscent of a few others I can think of like
Got an illegal immigration problem, make them citizens whalla no more illegal immigration problem (Carter solution)
Got a child poverty problem, redefine the poverty level or better yet stop reporting it all together and whalla no more starving child in poverty. (Reagan)
Got an evil communist regime that bent on your destruction and violates basic human rights of its citizens, give China them favored trading status, borrow a bunch of money, and let your corporations move there to take advantage of the envious control that your new found friend has over its citizens.
If they make these people citizens I can almost guarantee that they will ask for proper working conditions and wages, they will lose their jobs and their employers will import more illegals for shit jobs at shit wages. If the govt could prevent these employers from using illegals then perhaps we might see wages approach a living wage standard and then people could shake this addiction to credit.

It is a vicious cycle, and leads to more illegals in the end, because they are replaced when they are no longer cheap.
