I don't get it, more information on what to extract, and what to do please.

Somebody needs to make a program that allows users to make modified localization files - In a clear, simple way.

Edit: So, basically you are promoting another users localization files? Even a PC scrub like me understands how to copy folders into the right location...

I presumed this tutorial was to help people manually edit their localization files.

These localization files shit all over the ones you are promoting.
