I think you might need a construction company and a damned good lawyer to deal with the amount of land you will be buying, also you will need many employees - for camp counselors pay minimum wage, higher young men still in school, life guards pay about 12/hour, nurse pay as low as you can get probably around 22/hour, you may need to buy golf-karts depending on the size of the place, matresses for the kids, toilets, etc, idk it's probably gonna cost around 20 million for the land depending where it is...
