This is troubling, it would appear the EU is preparing to vote on a measure that will take the internet as we know it and bundle it into 'content packages' with a sliding scale of options available from your Internet Service Provider. It sounds as though it will attempt to convert the open internet that we currently have to a business model similar to that of the old music industry i.e. a handful of major players (ISP's) that manage and distribute content. Imagine the scenario... you can have the "full access" package where you can go to YouTube, Netflix, iTunes, Amazon etc., the "middle of the road" package where you're allowed to watch a certain number of YouTube videos and full access to Amazon, Gmail etc., and the "restricted" package where you can check emails and news but are not able to watch videos or listen to music online. Imagine Sky Television except with the internet...
