Mortgages were bought and sold on the secondary market. Some of those mortgages were (supposedly) backed by the government. That insurance turned out to be meaningless.

It takes two parties to commit to a contract. There is plenty of blame to go around.. the guy cutting lawns at 25 bucks a pop should have a bit of personal responsibility. Life is full of temptations and just because you were presented with something it does not mean you have to take it. And honestly my experience has shown that those who claim complete ignorance (collecting trash and putting out fires) were actively seeking out bigger and less affordable loans. Both sides were dooming themselves equally.

This would never have happened if Chris Dodd and company hadn't mandated via legislation low income loans.

Fanny and Freddie were government ran organizations that started the trend of slicing up mortgages into so called " equity backed securities " and selling them to various financial institutions.

This problem originated in D.C.

However, putting a policy in place that pretty much promoted foregoing standard credit practices (mostly to make government quotas) has a much greater fallout then what the Bush plan would have done. In fact some of those plans were already available when he was trying to sell it..
