I'd say if the launch fails--which is as likely as anything--and the payload may fall anywhere near Japan...it'll get turned into lots of little meteors by Japan's missile defense systems. That way, they are justified in taking it out and it shows nK just how little chance they have of making the TD2 a credible threat.
