Russian Foreign Minister Sergei Lavrov says the "right moment" has come for progress on global disarmament, following what he described as "promising" first contacts with the new United States administration

"The right moment has come today - for the first time after the end of the Cold War - for making real progress in resuming the global disarmament process on a broad agenda," he said, addressing the 65-nation United Nations Conference on Disarmament in Geneva.

"I am convinced that we should not miss this opportunity."

Mr Lavrov's address came a day after his first meeting with US Secretary of State Hillary Clinton, during which both signalled a fresh start on missile defence and disarmament issues.
We are getting a lot of shit news at the moment, so its good to finally hear some good news. Russia cant really afford to maintain its nuclear weapons, and I am sure America can find better things to do with the money. You have to admit, this would never happen under Bush.

Russia is trying to turn back into a teddy bear after the Bush neo-cons tried to resurrect the cold war. Without the spector of the Iron curtain, the neo-cons would have a really tough time justifying their dreams of empire.

Pretty sure it was still a problem back in the 80's too, but when you still have nuclear weapons pointed at each other (OK, officially they're pointed at the middle of the Atlantic, but we both know thats not true), I consider that a threat.

Russia was rattling the sabre in the last couple of years but mainly at issues like the missile defense shield. The sabre rattling has decreased dramatically lately though. Russia cant afford to go to war ( on a large scale). It is accurate to some extent to say Nukes have kept the peace, but that time is over, its time to dismantle them.
