There's two ways to fight out of a recession, raise taxes and lower taxes. If you lower taxes, it gives more money to consumers. Consumers can go shop, money re-enters economy, economy goes up. If you raise taxes, it gives a lot more state jobs. More jobs = more workers, more workers = more money, more money means more spending which means economy goes up. Of course neither one are full-proof, but that's the idea behind both of them in theory.
