As for contacting the county, have you ever been to the DMV?
I suspect it is farm owners who set these guys up. If you look carefully he has two rolls of commercial sized plastic wrap. There was no vehicle. If a sherrif comes along, he would confiscate the fruit and ticket the guy, who uses a phoney name and will never appear in court anyway.
Knowing this, the mexican fruit cartels figure they will make enough money on the guys who don't get busted that they just do this everywhere.
If it is an organized thing wherein mexican farmers are wholesaling to domestic buyers who then dump them at below market prices using illegal alien street hawkers, it undercuts the market of the legitimate vendors who pay taxes, who do the farmers market thing.
Man's gotta have law and order equally applied or what you have is bullshit choas.
