Monetary systems are circular. Yet you think it's a trickle down economy, something we've all been telling you simple does not and cannot work.

Welfare recipients do not contribute to the economy. Welfare recipients are given welfare so that they will have the possibility to pick themselves up and be employed, maybe educated as well so that they wouldn't have to work minimum wage. That's where a part of your tax money goes. When these people are employed, they proceed to pay taxes, I.e. "giving back to the community" as well as in their turn contributing to the helping of people in the situation they were in previously.
THIS IS HOW A SOCIAL SYSTEM WORKS. It's existence is by no means to give people "free rides", but to support those who are in desperate need of it, so that they can begin to contribute to the society again.
There will always be unemployment, this is a fact. If you don't understand this, you are certainly worthy of your admin note. And in the event of a recession, the level of unemployment will be higher. A community helps the ones in need. It seems you would prefer having new legislation instated allowing hunting and killing of the poor for sport.
