It's pretty slow but enough for gaming. You have a high ping (i.e. latency to the server) which will give you lag and a generally unstable connection. Is something else using your line?
once upon a midnight dreary, while i pron surfed, weak and weary, over many a strange and spurious site of ' hot  xxx galore'. While i clicked my fav'rite bookmark, suddenly there came a warning, and my heart was filled with mourning, mourning for my dear amour, " 'Tis not possible!", i muttered, " give me back my free hardcore!"..... quoth the server, 404.

restart the modem. Sometimes they like to fuck themselfs up. If you still get a high ping after the restart, call your ISP. There might be a problem with your phone line

It's better than mine.

Try cold-restarting your router (unplug it from power + internets, wait 30 seconds, plug it back in).

Check to make sure you don't have a virus/trojan etc

Check the list of running programs to make sure that nothing is running which will use loads of bandwith (check that you haven't left torrents uploading, for example)

I've always considered that a hard (hardware versus software) restart. If that's a soft to you, what's hard?

I went to Vancouver once. Felt like a certain part of San Francisco.

heh mine is worse. The speed is not an issue here. Have you tried pinging to your favourite servers? PM me for instructions

WTF's a cold-restart?

You get a warm, or cold boot.

A warm boot is a restart, a cold boot is turning it off after turning off the power.

(Edit: IIRC )

A cold restart would probably be the same as a cold boot.

Haha, there's no such thing as a cold restart. There's hard restart and soft restart, and warm boot and cold boot. A cold restart doesn't make sense, as the "cold" part is supposed to signify hardware that is cool from not having been operated, but if you can perform a reboot, your hardware is already "warm."

unless the "cold" is supposed to signify you leave it to cool down? (wait 30s)
